What is a Certificate of Origin of Goods?

The certificate of origin of goods is a document certifying the country of origin of goods and issued by an authority (organization) authorized by the State party to the Agreement in accordance with its national legislation.

To obtain a Certificate of Origin of goods, the Applicant shall submit an electronic application to the Chamber (via the "Single Window for Export, Import, and Transit Procedures"), which must include the following information (the applicant is responsible for the accuracy of this information):

  • name and legal form of the legal entity, full name of the individual (sole proprietor);
  • number, date of issue, and issuing authority of the certificate of state registration of the legal entity or individual entrepreneur (passport of the individual);
  • name of the goods and their quantity;
  • country of destination;
  • name and full address of the shipper and exporter, if the shipper and exporter are different legal entities;
  • name and full address of the consignee of the importer, if the consignee and importer are different legal entities;
  • type of shipment (means of transport);
  • payment guarantee;

The certificate is issued in three forms:

  1. Form “A” — for goods eligible for preferential tariff regimes established by the Rules for Determining the Origin of Goods of Developing Countries within the Generalized System of Preferences of April 12, 1996;
  2. Form “ST-1” — for goods eligible for free trade and meeting the requirements established by the Rules for Determining the Country of Origin of Goods in the Commonwealth of Independent States of November 20, 2009;
  3. “General Form” Certificate for all other countries.
